ChatGPT ads can target you by phone number and email — alongside what you are asking right now

404 Media reported on October 15, 2026, after buying two ChatGPT ad placements to test the system, that advertisers can upload lists of email addresses, phone numbers or Android advertising IDs, which OpenAI checks against ChatGPT accounts to decide who sees an ad. Ads can also be matched to conversations through topic descriptions called context hints. Audience targeting only works with at least 25,000 matched users, and advertisers cannot see who matched. Turning off ad personalization does not stop ads based on the current conversation

The three lines

  • Route 1 — advertisers upload emails, phone numbers or ad IDs, matched to ChatGPT accounts
  • Route 2 — topic descriptions called context hints match ads to the conversation
  • Limits — 25,000-user minimum; personalization off still allows ads from the current chat

Key questions

How does ChatGPT target ads
**Two ways: advertiser-uploaded customer lists, and context hints matched to the conversation.** | Route | Advertiser provides | OpenAI does | |---|---|---| | Customer list (audience) | Emails, phone numbers, Android ad IDs (raw or hashed) | Matches to ChatGPT accounts; matches become eligible | | Context hints | Topics or keywords where an ad fits | Uses them to guide matching, not as exact triggers |
How to turn off ChatGPT ads
**Turning off ad personalization stops use of past chats, activity and preferences, but ads tied to the current conversation can still appear.** | Setting | Blocks | Still possible | |---|---|---| | Personalization off | Past chats, activity, preferences | Ads based on current chat | | Paid ad-free plans | Ads altogether | — |
ChatGPT ads privacy safeguards
**OpenAI requires at least 25,000 matched users and hides the matched list from advertisers.** | Safeguard | Detail | Open question | |---|---|---| | Minimum size | 25,000 matched users | — | | No match list | Advertisers do not see who matched | — | | File deletion | Uploads usually deleted within 24 hours | Whether raw contact data is hashed on receipt |

ChatGPT ads can be aimed not only at what you ask, but at who you are. 404 Media reported on October 15, 2026 that it bought two ChatGPT ad placements to see what advertisers can do. One finding: an advertiser can upload a list of email addresses or phone numbers, and OpenAI will look for the ChatGPT accounts linked to them and make those people eligible to see the ad.

The technique itself is industry standard — Google and Meta have offered customer-list matching for years, as 404 Media noted. What is different is the setting. People tell ChatGPT about health worries, money problems and relationships at far greater length than they type into a search box. How the ads next to those conversations are chosen is the heart of the story.

1. Two ways advertisers pick an audience

RouteAdvertiser providesHow it worksClosest analogue
Context hintsDescriptions of topics or keywords where the ad fitsGuides matching against conversations; not an exact triggerSearch keyword ads
Customer listsEmails, phone numbers, Android ad IDs, raw or hashedMatched to ChatGPT accounts; matches can be shown the adMeta Custom Audiences

A customer list can come from anywhere — a retailer's members, or a list bought from a data broker. Zach Edwards of DecryptAds told 404 Media that OpenAI's ad products work "just like most other massive companies which start to monetize their audiences."

2. OpenAI's limits, and the gaps

SafeguardDetailWhat remains open
Minimum audienceAt least 25,000 matched users before audience filters and bid adjustments applyWhether that threshold fully prevents individual targeting
Hidden matchesAdvertisers are not shown which people matched—
File retentionUploaded files usually deleted within 24 hoursOpenAI did not say whether raw contact data is hashed on receipt
Personalization offPast chats, activity and preferences not usedAds can still draw on the current conversation

The last line matters most for users. Switching off ad personalization does not remove ads tied to what you are discussing right now. Avoiding ads entirely means using an ad-free paid plan; in markets where ChatGPT ads have launched, they appear on the free and low-cost Go tiers.

3. Why the question is getting bigger

ChatGPT has around one billion monthly users, and advertising is becoming a new pillar of OpenAI's revenue — the company said earlier this month it would test ads on image-generation waiting screens in the US. That makes the data behind ad selection a regulatory issue.

Unlike open-web ads sold through real-time bidding auctions, ChatGPT ads are run directly by OpenAI. The path is different, but the user's question is the same: what about me is being used to choose this ad?

4. What is still unknown

  • Raw contact data: How OpenAI stores and processes unhashed emails and phone numbers that advertisers upload.
  • Markets: Whether customer-list targeting is open to advertisers in every country where ChatGPT ads run.
  • Context depth: How much of a conversation context hints read to decide a match.
